In September 1978, the PLA Navy issued its requirement for an improved Type 946 (NATO codename: Dadong class) offshore submarine rescue ship. The construction task was assigned to the Shanghai-based Hudong Shipyard (now Hudong-Zhonghua Shipyard). The first and only hull J304 was commissioned in December 1982.

1978年9月，六机部和海军联合转发946甲型救生船设计审查会议既要，确定由沪东造船厂建造，编号J304。1982年12月，沪东造船厂建造的946甲近海潜水救生船完工交船。
